I have tickets for the VA, but should not there, but the NY license is clean, I can register cars in New York without the drag of VA tickets?

In North America, each state and / or province manages its own license and registration. Currently there are no "Reciprical" The agreement between the states, the cards from the others to collect.

So ... assuming you have a valid New York State address, and no problems with the registration authorities in New York.
